The China-ASEAN Prosecutors-General Conference is a regional multilateral international cooperation mechanism in the prosecutorial fields which was sponsored by the Supreme People’s Procuratorate of the People’s Republic of China. Since its establishment in 2004, the China-ASEAN Prosecutors-General Conference has committed to promote the capacity-building of prosecutorial organs on combating crimes, protecting welfare and maintaining peace and stability for the regional people. Now the China-ASEAN Prosecutors-General Conference has become a routine mechanism and is held in the ASEAN member states and China by turns. As of today, 9 Conferences have been held in China, Thailand, Indonesia, the Philippines, Vietnam, Singapore and Malaysia. The 10th China-ASEAN Prosecutors-General Conference is scheduled to be held in Vientiane of Lao PDR from 8th to 12th November 2016.  

I. The 1st China-ASEAN Prosecutors-General Conference  

The 1st China-ASEAN Prosecutors-General Conference was convened in Kunming, Yunnan of China from the 7th to 9th of July 2004. The theme of the conference was “maintaining regional stability, combating transnational crimes”. H.E. Mr. Hu Jintao, the former President of P.R China sent a congratulatory message to the conference. H.E. Mr. Luo Gan, the former member of the Politburo of the CPC Central Committee attended the opening ceremony and delivered a keynote speech. About 200 delegates, which includes prosecutors general and attorneys general from the ASEAN member States and China attended the conference. During the meeting, a joint declaration was signed by the attorneys general and prosecutors general, to express their stern determination on combating transnational and trans-regional crimes, call on judicial and procuratorial organs working closely to combat terrorism and terrorism financing, trafficking in drugs, transnational smuggling, corruption, money-laundering, high-tech crimes and other transnational organized crimes.

 

2. The 2nd China-ASEAN Prosecutors-General Conference  

The 2nd China-ASEAN Prosecutors-General Conference was convened in Bangkok, Thailand from the 16th to 19th of September 2005. The theme of this conference was “enhancing regional procuratorial cooperation to protect human rights”. H.E. Mr. Chitchai Wannasathit, then-Deputy Prime Minister and Minister of Justice of the Kingdom of Thailand attended the opening ceremony and delivered a keynote speech. About 200 delegates from China and ASEAN member states, which include prosecutors general/deputy prosecutors general and attorneys general/deputy attorneys general attended the conference. The conference called on all parties giving full play to the functions of prosecutorial organs and strengthening law-enforcement cooperation to protect human rights effectively.

 

3. The 3rd China-ASEAN Prosecutors-General Conference  

The 3rd China-ASEAN Prosecutors-General Conference was convened in Jakarta, Indonesia from July 31-August 1, 2006. The theme of the conference was “promoting cooperation in combating transnational crimes”. Prosecutor General of P.R China, prosecutors general, attorneys general or deputy prosecutors general, deputy attorneys general courtesy from ASEAN member states paid a call on the former President of Indonesia H.E. Mr. Susilo Bambang Yudhoyono in the presidential palace. About 200 delegates from China and ASEAN member states attended the conference. During the conference, a joint declaration was signed by the attorneys general/deputy attorneys general and prosecutors general/deputy prosecutors general. The conference called on procuratorial organs from China-ASEAN member states giving full play to their respective procuratorial functions, improving law enforcement cooperation to combat transnational crimes effectively.

 

4. The 4th China-ASEAN Prosecutors-General Conference  

The fourth China-ASEAN Prosecutors-General Conference was convened in Macao SAR, China from the 11th to 12th of April 2007. The theme of the conference was “direct cooperation to fight against transnational and trans-regional crimes”. Former Prosecutor General of the People’s Republic of China Mr. Jia Chunwang and former Acting Chief Executive of Macao SAR Ms. Florinda Chan attended the opening ceremony and delivered a keynote speech. Prosecutors general/deputy prosecutors general and attorneys general/deputy attorneys general from China and ASEAN Member States, Hong Kong and Macao SAR attended the conference. The Secretary of Justice and Commissioner of ICAC of Hong Kong SAR, the Commissioner of ICAC of Macao SAR also attended the Conference.

 

5. The 5th China-ASEAN Prosecutors-General Conference  

The 5th China-ASEAN Prosecutors-General Conference was convened in Manila, Philippines from the 11th to 13th of November 2008. The Conference was chaired by former Chief State Prosecutor of the Philippines Mr. Jovencito R. Zuno. The theme of the conference was “effective cooperation in combating transnational crimes “. Professor Cao Jianming, Prosecutor General of the Supreme People’s Procuratorate of P.R China and prosecutors general, attorneys general or deputy prosecutors general, deputy attorneys general courtesy from ASEAN member states and representatives from China’s Hong Kong and Macao SAR attended the conference. During the Conference, the Joint Declaration of the Fifth China-ASEAN Prosecutors-General Conference was signed by the prosecutors general /deputy prosecutors general and attorneys general/deputy attorneys general. Prosecutors general /deputy prosecutors general and attorneys general/deputy attorneys general acknowledged their commitments to strengthen law enforcement cooperation to combat transnational crimes.

 

6. The 6th China-ASEAN Prosecutors-General Conference  

The 6th China-ASEAN Prosecutors-General Conference was convened in Hanoi, Vietnam from November 24th to 26th, 2009. The theme of the Conference was “strengthening mutual legal assistance for effectively combating transnational organized crimes“. H.E. Mr. Nguyen Minh Triet, then-President of Vietnam attended the opening ceremony and delivered a keynote speech. Mr. Tran Quoc Vuong, then-Prosecutor General of Vietnam, Professor Cao Jianming, Prosecutor General of the Supreme People’s Procuratorate of P.R China, prosecutors general /deputy prosecutors general and attorneys general/deputy attorneys general from ASEAN member states, representatives from Hong Kong and Macao SAR attended the conference. The Joint Declaration of the Sixth China-ASEAN Prosecutors-General Conference was signed and prosecutors general /deputy prosecutors general and attorneys general/deputy attorneys general called on strengthening cooperation to combat terrorism and financing of terrorism, drug trafficking, smuggling across borders, corruption, money laundering, cyber crime and other types of transnational crimes.

 

7. The 7th China-ASEAN Prosecutors-General Conference  

The 7th China-ASEAN Prosecutors-General Conference was convened in Singapore from the 5th to 9th of May 2011. The theme of the conference was“the ever evolving role of the Public Prosecutor in the legal process”. The then-Chief Justice and President of the Supreme Court of Singapore Mr. Chan Sek Keong, Professor Cao Jianming, Prosecutor General of the Supreme People’s Procuratorate of P.R China, prosecutors general /deputy prosecutors general and attorneys general/deputy attorneys general from ASEAN member states, representatives from Hong Kong and Macao SAR attended the conference. Mr. Sundaresh Menon, then-Attorney-General of Singapore chaired the Conference. The Conference released the Joint Declaration of the Seventh China-ASEAN Prosecutors-General Conference to call on strengthening law-enforcement exchanges and cooperation, enhancing and improving mechanism of internal supervision construction so as to improve judicial accountability.

 

8. The 8th China-ASEAN Prosecutors-General Conference  

The 8th Conference of Prosecutors General and Attorneys General of China and ASEAN Member Countries was convened in Johor Bahru, Malaysia from the 22nd to 23rd January 2014. Under the theme of “Crime, Corruption and Investment”, participating delegations reaffirmed the importance of enhancing the effectiveness of the criminal justice system and took note of the prosecutors’ role to promote and support a stable environment for the development of business opportunities within China and the ASEAN member states. Mr. Tan Sri Abdul Gani Patail, then-Attorney General of Malaysia chaired the Conference. Mr. Zhu Xiaoqing, then-Prosecutor General of the Supreme People’s Procuratorate of P.R China, prosecutors general /deputy prosecutors general and attorneys general/deputy attorneys general from ASEAN member states, representatives from Hong Kong and Macao SAR attended the conference.

 

9. The 9th China-ASEAN Prosecutors-General Conference  

The 9th China-ASEAN Prosecutors-General Conference was held in Nanning, China from the 24th to 25th of November 2015. H.E. Mr. Meng Jianzhu, member of the Politburo of the CPC Central Committee, Secretary of Political and Legal Committee of the CPC Central Committee attended the opening ceremony and delivered a keynote speech. The conference was chaired by Professor Cao Jianming, Prosecutor General of the Supreme People’s Procuratorate of P.R China. The theme of the conference was “International Cooperation on Fugitive Repatriation and Asset Recovery”. A Joint Declaration was signed by prosecutors general /deputy prosecutors general and attorneys general/deputy attorneys general. Prosecutors general /deputy prosecutors general and attorneys general/deputy attorneys general expressed their stern determination to combat transnational corruption and reached consensus on international cooperation on fugitive repatriation and asset recovery. According to the declaration, the 10th China-ASEAN Prosecutors-General Conference will be held in Laos in 2016.

 

10. The 10th China-ASEAN  Prosecutors-General Conference

The China-ASEAN Prosecutors-General Conference is a regional multilateral international cooperation mechanism in the prosecutorial fields which was sponsored by the Supreme People’s Procuratorate of the People’s Republic of China. Since its establishment in 2004, the China-ASEAN Prosecutors-General Conference has committed to promote the capacity-building of prosecutorial organs on combating crimes, protecting welfare and maintaining peace and stability for the regional people. Now the China-ASEAN Prosecutors-General Conference has become a routine mechanism and is held in the ASEAN member states and China by turns. The 10th China-ASEAN Prosecutors-General Conference is scheduled was held in Vientiane of Lao PDR from 8th to 12th November 2016.
Under the theme of "strengthening international cooperation, effectively combating transnational crime", participants focused on "drug trafficking" and "human trafficking", the conference showed the common concern of the prosecution organs of all countries to strengthen cooperation in punishing drug trafficking and human trafficking.
About 100 delegates from Mainland China, Hong Kong and Macao SAR and ASEAN member states attended the conference.
