On 10th October 2017, China-ASEAN Prosecutors Exchange and Training Base hosted an opening ceremony for the Cambodian senior prosecutors training course. Ms. Li Xin, Deputy Director General of the International Cooperation Bureau of the Supreme People’s Procuratorate, Mr. Zhou Hongbo, Vice President of National Prosecutor College, Mr. Luo Shaohua, Deputy Chief Prosecutor of Guangxi Zhuang Autonomous Region and Mr. CHHOUN Chantha, Deputy Prosecutor General of the General Prosecution Office to the Supreme Court of Cambodian addressed the opening ceremony. Ms. Chen Jieying, Director of Political Affairs Department of Guangxi Zhuang Autonomous Region chaired the opening ceremony.

During the opening ceremony, Li Xin extended a warmly welcome to the Cambodian senior prosecutors. She said that China and Cambodia enjoy profound traditional friendship. Both Chinese and Cambodian sides have effective exchanged and cooperated fruitful in the field of justice. The friendly relations of prosecution services between China and Cambodia has been consolidated and furthered. In recent years, the exchange and cooperation of procuratorial organs between our two countries, particularly on mutual visit and personnel training are closer and closer. In November 2015, the 9th China-ASEAN Prosecutors-General Conference was held in Nanning, China. The initiatives of China-ASEAN Prosecutors General Conference Official Website and the China-ASEAN Prosecutors Exchange and Training Base proposed by Prof. Cao Jianming, Prosecutor General of the Supreme People’s Procuratorate of China was actively echoed by the ASEAN counterparts including the General Prosecution Office to the Supreme Court of Cambodia. Li Xin expressed her hope that both sides should enhance the high level visit, expand channels of cooperation, and maintain closer professional exchanges as well as strengthened judicial assistant, so as to which contribute to the development and stability in the region.

Zhou Hongbo said that although the legal function, organizational structure and leading system of the procuratorial organs of China and Cambodia are different, but they share similar mission on pursuit for fighting crime, maintaining justice and assurance of human rights. He hoped that two parties to advance high level visit, expand cooperation channel, maintain close professional exchanges, and enhance judicial assistance through the platform of the China-ASEAN Prosecutors-General Conference mechanism, so as to provide sound service and guarantee to the development and stability in the region.

Luo Shaohua briefed the guest on the procuratorial organs of Guangxi and the China-ASEAN Prosecutors Exchange and Training Base, and the judicial reform progress of Guangxi. He hoped to promote the judicial capacity and level of both sides through this training, deepen pragmatic cooperation, and maintain peace and stability, so as to make positive contributions to the exchange and cooperation in the prosecution services of both countries.

Mr. CHHOUN Chantha appreciated opportunities offered by the Chinese and Guangxi’s Procuratorial organs. He said this training was valuable and precious. Mr. CHHOUN hoped that both sides should join hands and further strengthen exchange and cooperation to combat transnational crime which contribute to the regional peace and economic development.

This training is the third one hosted by the base since it was established in January this year. During this training, the Cambodian senior prosecutors will attend a variety of training curriculums, such as introduction to the Judicial System and Judicial Reform of China, Juveniles Protection System of China, Anti-Corruption Legal System of China, Civil and Administration Litigation involving Public Interest System of China, Civil and Administration Litigation involving Public Interest System of China and Public Prosecution of China. Besides that, the trainees will attend court trial on criminal case and visit the Women’s Prison of Guangxi Zhuang Autonomous Region as well.
