China-ASEAN Prosecutors Exchange and Training Base host a training course for the Philippine senior prosecutors

According to a mutual agreement between the Supreme People’s Procuratorate of China and the National Prosecution Service of the Philippines, China-ASEAN Prosecutors Exchange and Training Base hosted an opening ceremony for the Philippine senior prosecutors on 20th March, 2018. This training course was sponsored by International Cooperation Bureau of the Supreme People’s Procuratorate of China and the National Prosecutors College, and organized by the People’s Procuratorate of Guangxi Zhuang Autonomous Region and the China-ASEAN Prosecutors Exchange and Training Base. Mr. SEVERINO H. GANA, JR., Senior State Prosecutor of the National Prosecution Service Prosecutor General of the Philippines, Ms. Xu Henan, Deputy President of the National Prosecutors College delivered a speech respectively. Ms. Chen Jieying, Director of Political Department of the People’s Procuratorate of Guangxi Zhuang Autonomous Region chaired the ceremony.

Ms. Xu Henan, Deputy President of the National Prosecutors College of China delivered a speech.

  

 

 

                                     Ms. Chen Jieying, Director of Political Department of the People’s Procuratorate of Guangxi Zhuang Autonomous Region chaired the ceremony.


During her speech, Xu Henan said that China and the Philippines are friendly neighbors as well as important partners on joint-construction of the ‘Belt and Road’ initiative. The prosecution services of China and the Philippines have always maintained friendly cooperative relations. This year marks the 15th anniversary of the establishment of the China-ASEAN strategic partnership. The Department of Justice of the Philippines selecting 11 senior prosecutors to attend this training course in China at this special time, is not only a specific measure to implement the Joint Declaration of the Tenth China-ASEAN Prosecutors General Conference but also an important fruit of mutual trust and cooperation between the prosecution services of China and the Philippines. The friendly relation between the prosecutions services of both countries will definitely be consolidated and further developed through this training course. Ms. Xu hoped both sides to learn successful experience from each other, further strengthen cooperation in judicial and procuratorial areas, and play a positive role in fighting transnational crimes so as to maintain the economic and social stability.

 

Mr. SEVERINO H. GANA, JR. reiterated his sincerest gratitude to the counterparts and friends in Guangxi for the time, efforts as well as resources invested into this training program. He said the significance of this joint training course cannot be overemphasized. He hoped that both sides should strengthen cooperations through sharing of information and resources, exchanges like this joint training should be carried out frequently. He believed this training course will surely benefit both countries in fighting international crimes and reinforcing their capacities in the investigation and prosecution against domestic and transnational crimes.

 

This training course is the first of the series of training courses for the ASEAN member states in 2018. The main contents of this training include the Criminal Justice System of China, the Public Prosecution System of China, the Procuratorial System on Civil and Administrative Proceedings, as well as the Xi Jinping’s New Ideas, New Thinking, and New Strategies on Governance, etc. In order to acquaint the Philippine prosecutors with Chinese judicial and procuratorial system, enhance friendly cooperation and improve mutual understanding, the Philippine senior prosecutor will brief its Guangxi counterparts on the Philippine Prosecution System. Moreover, other events including attendance to a court hearing on criminal case, visit jail and the county level procuratorate will be organized.
