China-ASEAN Prosecutors Exchange and Training Base host a training course for the Thai senior prosecutors

According to a mutual agreement between the Supreme People’s Procuratorate of China and the Office of the Attorney General of Thailand, China-ASEAN Prosecutors Exchange and Training Base hosted an opening ceremony for the Thai senior prosecutors on 20th June, 2018. This training course was sponsored by International Cooperation Bureau of the Supreme People’s Procuratorate of China and the National Prosecutors College, and organized by the People’s Procuratorate of Guangxi Zhuang Autonomous Region and the China-ASEAN Prosecutors Exchange and Training Base. Mr. Pitak Obsuwan, Director General of Department of Criminal Litigation of the Office of the Attorney General of Thailand, Mr. William Tam, SC, Head of the Commercial Crime Sub-Division within the Prosecutions Division, Deputy Director of Public Prosecutions of the Department of Justice of the Hong Kong SAR, Mr. Yang Tianshou, Associate Counsel of the People’s Procuratorate of Guangxi Zhuang Autonomous Region delivered a speech respectively.

In his speech, Mr. Zhou Hongbo said that China and Thailand have always been friendly neighbors as well as important partners in the Belt and Road Initiative. Bilateral ties of two sides have been developing smoothly since the bilateral diplomatic relations established 33 years ago. In recent years, exchanges and cooperation between the two prosecution services have become increasingly frequent. The two prosecution services have always maintained active communication, and the friendly cooperation of two sides is continuously enriched and developed. This year marks the 15th anniversary of the establishment of the strategic partnership between China and ASEAN. The Office of the Attorney General of Thailand selected 10 senior prosecutors to attend this training course in China at this special time, which will surely not only consolidate and develop the friendly relations between the prosecution organs of two countries, but also keep closer personnel exchanges, and play a positive role in cracking down on cross-border crimes.

Mr. Yang Tianshou extended his warmly welcome to the delegation, and briefed them on the prosecution services of Guangxi and the National Prosecutors College Guangxi Branch as well as the China-ASEAN Prosecutors Exchange and Training Base. Yang said that China and Thailand are friendly neighbors and the peoples are sincere friends. The two peoples of Guangxi and Thailand enjoy a long history of exchange and friendship. Under the background of China-ASEAN Free Trade Area and Belt and Road Initiative, it is a new opportunity for Guangxi and Thailand to seek development opportunity. In recent years, the exchange and cooperation between the prosecution services of Guangxi and its Thai counterparts have been continuously closer. Yang hoped this training course will strengthen the exchanges in the aspects of procuratorial affairs and personnel, so as to improve the friendship between two sides.

Mr. Pitak Obsuwan extended his sincerest gratitude to its Chinsese counterparts for the opportunity of training. He said the Thai government and prosecution services supported the Belt and Road Initiative which was proposed by China. He hoped the delegation acquaint itself the Chinese judicial and procuratorial system and enhance cooperation by this training program, in an effect to combat transnational crimes, and make important contribution to maintain regional peace and stability as well as promote the economic cooperation in the region.

The contents of this training include Chinese Criminal Justice System, Chinese Public Prosecution System, Chinese Civil and Administrative Prosecution, Public Interest Prosecution System and Xi Jinping’s Thought on Socialism with Chinese Characteristics on a New Era, etc. At the same time, other events such as moot court debates, attending court hearing on criminal case, visiting the China-Thailand (Chongzuo) Industrial Park and Guangxi Female Prison will be organized. Lecture related to prosecution of Thailand is expected to be given by the Thai senior prosecutor.
