According to a consultation between the Supreme People’s Procuratorate of China and the General Prosecution Office to the Supreme Court of Cambodia, A joint seminar for the Cambodian senior prosecutors and judges was held from 19 to 29 March 2019 in Nanning, Guangxi. This is the first joint seminar sponsored by the International Cooperation Bureau and the National Prosecutors College of SPP of China, and organized by the People’s Procuratorate of Guangxi Zhuang Autonomous Region and the High People’s Court of Guangxi Zhuang Autonomous Region. Headed by H.E. Mr. CHHOUN Chantha, member of the Central Committee of Cambodian People’s Party, as well as the Deputy Prosecutor General of General Prosecution Office to the Supreme Court of Cambodia, 31 prosecutors and judges attended the seminar. Mr. CHHOUN Chantha, Mr. Zhou Hongbo, Vice-President of the National Prosecutors College, Mr. Dai Hongbing, Vice-President of the High People’s Court of Guangxi Zhuang Autonomous Region, Mr. Meng Yaojun, Deputy Chief Prosecutor of the Procuratorate of Guangxi Zhuang Autonomous Region, and Senior official of the International Cooperation Bureau of SPP addressed the opening ceremony respectively. Ms. Chen Jieying, Director of Political Department of the Procuratorate of Guangxi Zhuang Autonomous Region chaired the meeting. Deputies from the National and provincial People’s Congress were invited to attend the ceremony. 

      
    Chinese Prosecutor General H.E. Mr. Zhang Jun highly values the joint seminar and has made important instructions on many occasions. Under the guidance of the International Cooperation Bureau and the National Prosecutors College of SPP, the People’s Procuratorate of Guangxi Guangxi Autonoumous Region earnestly implements the above important instructions and jointly designed curriculum with the High People’s Court of Guangxi Zhuang Autonomous Region. Topics such as the Belt and Road Initiative, Chinese Constitutional System, Chinese Judicial Reform, Chinese Criminal Adjudication System, Chinese Prosecution System on Juvenile Criminal Cases, Chinese Adjudication System on Civil Cases and Commercial Matters Involving Foreign Elements were arranged in the seminar. Moreover, other on-site teaching programs including attendance to court hearing on criminal case, visiting forensic lab as well as experience on environmental public interest litigation against, judicial reform and the application of big data to improve prosecution efficiency was also organized during the seminar. 
    
    During the opening ceremony, the Chinese side said that China and Cambodia have supported each other through thick and thin. Friendship between the two peoples has always been strong. China and its Cambodian counterpart have always maintained close communication and coordination in international and regional affairs. The fruitful cooperation between the two countries under the BRI has been exemplary. Guangxi shares a long history and friendship with its Cambodian counterpart. In recent years, the two sides have seized the historic opportunities with joint efforts, increase exchanges and cooperation, and share new opportunities under the BRI. Bilateral cooperation in the fields such as trade, investment, engineering contracting, education, culture and tourism has maintained a good momentum of development. Bilateral economic and trade as well as personnel exchanges have been expanding. Cambodia is becoming an important destination for Guangxi's foreign investment. Last year marked the 60th anniversary of the establishment of diplomatic relations between China and Cambodia. H.E. Prime Minister Hun Sen led a delegation to the China-ASEAN Expo which brought with him special friendship toward the Guangxi people. The high-level visits, exchange and cooperation between judicial organs and prosecution services are increasingly frequent. Strengthening personnel exchanges and training has always been an important part of the judicial cooperation between the two sides. During the 11th China-ASEAN Prosecutor-General Conference, H.E. Prosecutor General Zhang Jun stressed that Chinese prosecution services and its ASEAN counterparts should make joint efforts in the cooperation of prosecutor’s capacity building and professional training, and improve the level of crack down crimes. Zhang proposed to strengthen information sharing and personnel exchange, mutual learning from each other on legislation experience and law enforcement practice, jointly study difficulties and problems encountered in law enforcement practice. This seminar was a significant approach to implement the spirit of previous China-ASEAN Prosecutor General’s Conferences as well as the important consensus reached by SPP and SPC. There is no doubt that this seminar will consolidate the sound relationship and enhance mutual understanding and friendship between Chinese judicial organs and its Cambodian counterparts. The People’s Procuratorate and the High People’s Court of Guangxi Zhuang Autonomous Region will be more active in conducting seminars and exchanges programs for ASEAN prosecutors and judges in the future. 

    H.E. CHHOUN Chantha extended his appreciation to the SPP, the People’s Procuratorate and the High People’s Court of Guangxi Zhuang Autonomous Region for providing this opportunity for exchange and cooperation. He said the Cambodian Government and Prosecution Services support the Belt and Road Initiative. He hoped to deepen understand the Chinese judicial and procuratorial systems through this seminar, so as to further strengthen cooperation and make joint efforts to combat transnational crime and make contribution to regional peace, stability as well as economic cooperation.
