The Power of Technology—The Path of Empowering Procuratorial Work through Technology in China’s Procuratorial Organs

Technology is the primary productive force; without it, modernization would not be obtained.

科技是第一生产力，没有科技就没有现代化。

Since introducing the strategy of "Empowering Procuratorial Work through Technology" in 2000, China’s procuratorial organs have consistently regarded technology as a vital tool for enhancing legal supervision capabilities, improving the quality and efficiency of case handling, and upholding judicial justice. Significant progress has been made in the fields of procuratorial technology and digital procuracy.

中国检察机关自2000年提出“科技强检”战略以来，始终把科技当作提高法律监督能力、提升检察办案质效、维护司法公正的重要手段，在检察技术、数字检察领域取得了长足的进步。

In July 2017, a modern laboratory and information facility put into operation at the southern foothills of Beijing’s Xishan Mountain. This facility houses Forensic Science and the Big Data Center of Supreme People’s Procuratorate, serving as the most advanced technology support center. It leads procuratorial organs at all levels across the country in leveraging technology to elevate the quality and efficiency of case handling.

2017年7月，北京西山南麓，一个现代化的实验室和计算机机房建成投入使用。这里是最高人民检察院司法鉴定中心和检察大数据中心，是中国检察机关最先进的科技保障中心，引领全国各级检察机关应用科技手段提升检察办案水平。

Specialized technical evidence can be encountered during case handling. To assist prosecutors in addressing these technical challenges, the Forensic Science center has established laboratories in all critical forensic fields, such as Forensic Medicine, Forensic DNA Testing, Forensic Toxicological Analysis and Drugs Testing, Document Examination, Marks Examination, Trace Evidence Analysis, Forensic Audio and Image, Digital Forensics, as well as Forensic Accounting.

检察机关在办案中会遇到各种各样的专门性问题，司法鉴定中心设置了法医学鉴定、DNA 鉴定、法医毒物分析和毒品鉴定、文书鉴定、痕迹鉴定、微量物证鉴定、声像资料鉴定、电子数据鉴定、司法会计等专业实验室，协助检察官解决办案中涉及的专门性问题。

Procuratorial technology provides robust and reliable scientific support throughout all stages of case handling. Crime scene investigation and rapid on-site testing help to discover, collect, and preserve evidence. Conduct qualitative and quantitative analyses in the lab to reveal scientific truth such as causal relationships, correlations, process analysis, and time inference.

检察技术贯穿办案的全流程、各环节，提供着最坚实、最可靠的科学支撑。通过现场勘验、快速检测等技术手段第一时间发现、提取、固定证据。通过实验室检验鉴定，开展定性或定量检验，解决案件中涉及的因果关系、关联关系、过程分析、时间推断等复杂专门性问题。

In the major public interest litigation case of Nansi Lake, prosecutors submitted collected physical evidence to Forensic Science Center. Forensic expert conducted analyses within the required preservation timeframe, providing scientifically reliable evidence for case resolution.

在办理南四湖重大公益诉讼案件中，检察官将收集的物证送到最高人民检察院司法鉴定中心，鉴定人在检材保存时限要求内连夜进行检验，为办案提供了科学可靠的证据。

Technical evidence, such as records of crime scene investigations, analysis reports, and expert opinions, undergo specialized review to verify its reliability. At trial, procuratorial forensic expert may appear in court as experts with specialized knowledge to testify on technical evidence related to the case.

在证据审查环节，通过对勘验检查笔录、检验报告、鉴定意见等技术性证据专门审查，保障证据可靠性。在庭审阶段，检察技术人员还会根据需要，以鉴定人或有专门知识的人出庭，就案件中涉及的专门性问题进行质证。

In 2024, technical departments of procuratorial organs across China handled over 140,000 technical cases, delivering reliable scientific and technological support for high-quality case handling and the proper execution of legal supervision duties.

2024年，全国检察机关技术部门共受理各类技术案件14万余件，为各级检察机关高质效办案、正确履行法律监督职责提供了可靠的科技支撑。

这里是最高人民检察院检察大数据中心。

Digital procuracy has become a crucial method of legal supervision in the new era. By deepening the working mechanism of "business leadership, data integration, technical support, and emphasizing application," we strive to achieve unified online operation, management, service delivery, empowerment, and maintenance. This digital transformation drives high-quality development in procuratorial work.

数字检察是新时代检察机关法律监督工作的重要手段，通过深化“业务主导、数据整合、技术支撑、重在应用”的工作模式，努力实现“一网运行、一网统管、一网通办、一网赋能、一网运维”，以数字革命推动检察工作高质量发展。

First, online case handling system ensures process standardization. Through the nationwide unified Procuratorial Case Management System 2.0, we strictly manage workflows, approval authorities, and timelines while standardizing document usage in accordance with laws and regulations. This enables end-to-end oversight of cases, safeguarding citizens' legitimate rights and judicial fairness.

一是网上办案，公正规范。依托全国统一的检察业务应用系统2.0，按照法律法规和检察办案规则，严管办案流程、严格审批权限、严控办案期限、规范文书使用，实现案件全流程、全方位、全要素管理，充分保障公民合法权益，维护司法公正。

Second, assisted case handling system enhances quality and efficiency. Integrate the information resources of the procuratorial case database and the Procuratorial Q&A Network to build a knowledge system for case handling. Build statistical system to conduct trend analysis, providing important basis for decision-making and work improvement.

二是辅助办案，提质增效。整合检察案例库和检答网信息资源，构建检察办案知识体系。基于办案数据构建智能统计系统，开展趋势分析研判，为决策和工作改进提供重要依据。

Third, digital empowerment enables legal supervision. By identifying patterns from numerous cases, we develop legal supervision models based on case characteristics. These models screen massive data for batch supervision clues, revealing systemic gaps in law enforcement, institutional mechanisms, and management connection. Through procuratorial recommendations, we promote social governance, forming a supervision path from "individual case discovery to category supervision and systemic governance."

三是数字赋能，溯源治本。在大量个案办理中提炼规律性问题，通过归纳案件特点与关键要素，开发应用法律监督模型。从海量数据中筛选出批量类案监督线索，进一步归纳分析发现执法司法、制度机制、管理衔接方面存在的系统性漏洞。通过检察建议等途径促进社会治理，形成“个案发现-类案监督-系统治理”的法律监督路径。

Fourth, exploring artificial intelligence applications to elevate the efficiency of case handling. By 2025, China’s procuratorial organs enter a new phase of empowering case handling with large-scale AI models. Generative AI technology automates tasks, such as reviewing case files, applying laws, and generating document. This will free prosecutors from tedious basic work, alleviate the contradiction of a large number of cases and a shortage of personnel, and significantly enhance the quality and efficiency of case handling.

四是智能应用，提升效率。2025年，中国检察机关进入应用人工智能大模型技术赋能检察办案的新发展阶段，借助生成式大语言模型技术，探索在审阅卷宗、适用法律、生成文书等业务上实现智能化、自动化，将检察官从繁琐的基础性工作、重复性劳动中解放出来，缓解案多人少的矛盾，大幅提升办案质量和效率。

On the new journey of comprehensively advancing the rule of law in all aspects, China’s procuratorial organs continue to deepen digital procuracy strategies, leveraging advanced technology to ensure every case is handled with high quality and efficiency. Through digital and technological empowerment, we are driving high-quality development in procuratorial work, providing solid technical support for achieving fairness and justice.
