1. Definitions of the "Six Major Protections" for Minors

一、未成年人“六大保护”的定义

China’s Law on the Protection of Minors and the Law on the Prevention of Juvenile Delinquency

《中华人民共和国未成年人保护法》《中华人民共和国预防未成年人犯罪法》

establish the six-in-one protection framework covering family, school, society, internet, government, and judiciary

确立了家庭、学校、社会、网络、政府、司法六位一体未成年人保护大格局

providing legal support for comprehensive efforts in protection of minors

为全面加强未成年人保护工作提供法律支撑

The definitions of the "Six Major Protections" are as follows

“六大保护”的定义如下

First, Family Protection

一是家庭保护

Parents or other guardians of minors shall learn about family education knowledge

未成年人的父母或者其他监护人应当学习家庭教育知识

accept family education guidance

接受家庭教育指导

and create a favorable, harmonious and civilized family environment

创造良好、和睦、文明的家庭环境

Second, School Protection

二是学校保护

Schools shall fully implement the education policy of the state

学校应当全面贯彻国家教育方针

Provide quality education

实施素质教育

Promote the comprehensive development of minor students

促进未成年学生全面发展

Schools shall also establish a work system for protecting minor students

建立未成年学生保护工作制度

Cultivate minor students’ sound behavioral habits of abiding by the law

培养未成年学生遵纪守法的良好行为习惯

Third, Social Protection

三是社会保护

The whole society shall establish sound values of caring for and loving minors

全社会应树立关心、爱护未成年人的良好风尚

Carry out social activities and provide services conducive to the healthy growth of minors

开展有利于未成年人健康成长的社会活动和服务

Fourth, Cyber Protection

四是网络保护

Strengthen the publicity and education of minors’ digital literacy

加强未成年人网络素养宣传教育

Protect the lawful rights and interests of minors in cyberspace

保障未成年人在网络空间的合法权益

Fifth, Government Protection

五是政府保护

Governments shall assume the responsibility for the protection of minors

人民政府应当承担未成年人保护工作

Sixth, Judicial Protection

六是司法保护

The judicial organs including the People’s Procuratorates

包括人民检察院在内的司法部门

shall perform duties according to law and protect the lawful rights and interests of minors

应当依法履行职责，保障未成年人合法权益

As one of the primary responsible entities for judicial protection

检察机关作为司法保护的责任主体之一

the specific functions of procuratorial organs include

First, we strengthen juvenile crime prevention and control

一是强化未成年人犯罪预防和治理

We actively adhere to the policy of "education, persuasion, and rehabilitation"

积极贯彻“教育、感化、挽救”方针

and the principle of "education first, punishment second"

和“教育为主、惩罚为辅”原则

upholding the belief that “prevention is a kind of protection, and punishment is about redemption”

We advance efforts to prevent and punish juvenile delinquency

striving to curb the rising trend of juvenile crime

Second, we uphold a “zero tolerance” approach and strictly punish crimes against minors

We rigorously crack down on all types of crimes against minors according to law

Concurrently, we collaborate with relevant departments and social forces

Third, we ensure the comprehensive duty fulfillment of "Four Major Procuratorial Functions"

including criminal, civil, administrative, and public interest litigation

2. Measures and Achievements of Procuratorial Organs in Integrating Judicial Protection into the Other Five Protections

First, integration into family protection

The SPP, in conjunction with the All-China Women’s Federation

released four batches of typical cases for guiding family education

深入推进家庭教育指导工作

We have established family education guidance centers with Women’s Federations and other departments

Using measures such as supervisory guardianship orders, admonitions

结合督促监护令、训诫

supportive prosecution, revocation of guardian qualifications, and orders to accept family education guidance

支持起诉、撤销监护人资格、责令接受家庭教育指导等措施

we resolve issues where guardians fail to perform their duties according to law

推动解决监护人不依法履行监护职责

or infringe upon the legitimate rights and interests of minors

For example, in handling the theft case of Peng

Xiamen Huli Procuratorate, together with the Women's Federation, hosted the nation's first "metaverse" session

携手市妇联召开全国首场“元宇宙”督促监护令宣告送达

that combined the issuance of guardianship urging order with family education psychological counseling

暨家庭教育心理辅导会

This approach led to a marked improvement in the family's parent-child dynamics

Second, integration into school protection

We actively participate in specialized governance initiatives to enhance campus safety

promoting the establishment of mechanisms for collecting, analyzing and acting upon information regarding abnormal campus safety situations

The SPP led procuratorial organs at all four levels across the country

in conjunction with educational administrative departments, to jointly hold open day events nationwide

Jointly with the Ministry of Education, we issued the

to strengthen the linkage between case handling and educational administration

facilitating the return to school of minors who have dropped out or are not enrolled due to their involvement in cases

促进涉案失学辍学未成年人重返校园

By leveraging digital prosecution mechanisms, we have strengthened integration into school protection

依托数字检察工作机制推动融入学校保护

In Xiamen Huli

以厦门市湖里区检察院为例

We used VR and “metaverse” technologies to host 27 online sessions

我们利用VR技术和元宇宙技术

including "First Lesson of the Semester" "Winter Vacation Care Initiative" and "Summer Legal Education Camp"

举办线上开学第一课、寒假关爱馆、暑假法治夏令营等活动27场

reaching 391,000 online views to date

上线以来线上受教育人数达39.1万人次

Third, integration into social protection

The SPP collaborated with UNICEF

to strengthen cooperation and exchanges in preventing and punishing juvenile crimes

and improving comprehensive judicial protection for minors

We have implemented the pre-employment background check system and the employment prohibition system

推动依法落实入职查询制度和从业禁止制度

Xiamen procuratorial organs have implemented the

"Detailed Implementing Rules for Background Checks on Individuals Working with Minors and the Mandatory Reporting System for Crimes against Minors"

落实《未成年人入职保护查询及侵害未成年人案件强制报告制度实施细则（试行）》

In the first half of 2025, background checks were conducted on 6189 new hires in positions involving close contact with minors

2025年上半年共对6189名密接未成年人的新入职人员开展入职查询

denied employment or contract renewal to 129 individuals, and dismissed one

未录用及续聘129人，清退1人

Fourth, integration into cyber protection

四是融入网络保护

We have implemented the Regulations on the Protection of Minors in Cyberspace

认真落实《未成年人网络保护条例》

coordinated with the Cyberspace Administration and other departments

加强与网信等部门沟通协调

to rectify the online environment for minors

配合开展未成年人网络环境整治工作

cracked down on cybercrimes against minors according to law

依法打击侵害未成年人网络犯罪

and provided education and assistance to minors involved in cyber-delinquency

Through public interest litigation, procuratorial suggestions, and other means

通过公益诉讼、检察建议等方式

we strengthen judicial protection of minors' rights and interests in cyberspace

大力加强网络空间未成年人权益司法保护

to ensure a clean cyberspace

Fifth, integration into government protection

五是融入政府保护

Focusing on prominent issues identified through case handling

结合检察履职发现的突出问题

we conduct in-depth research on matters such as the construction of specialized schools

深入调研分析专门学校建设、低龄未成年人犯罪

juvenile delinquency among younger age groups, and strengthening judicial protection for women and children

加强妇女儿童司法保护等问题

We provide suggestions to institutions responsible for women and children’s affairs

积极向党委政法委、各级人民政府负责妇女儿童工作的机构建言献策

and promote regional and sectoral governance through mechanisms

通过建立会商机制、专题报告等多种方式

such as inter-agency consultations and thematic reports

推动区域和行业治理

3. Future Prospects of Procuratorial Efforts in Coordinating the “Six Major Protections” in Juvenile Prosecution
